Hamro Foundation Essex League News story

Pre-Season, Club Safeguarding Officer, Scorers, Cricket Balls

14 Mar 2026

Good afternoon,

The sun is finally shining and hopefully grounds are starting to dry out. There are a few tasks that we need you to action.

Pre-season meeting

This will take place on Sunday 19th April, 10am for 10.30am start at Billericay Cricket Club - vital that every club sends a representative.

Club Safeguarding Officer

A reminder that all clubs must have a Club Safeguarding Officer, these people must have valid and up-to-date qualifications.

https://essexcricket.org.uk/safeguarding/ is where you can find details of training if you have someone who needs it. There is one session left in May.

To keep up to date with all clubs and their Safeguarding, Graeme from Hornchurch CC has very helpfully agreed to keep a list of all CSOs and the dates that their qualifications are valid for.

Please can all clubs please email Graeme  with the following information.

For all qualified CSOs at a club

  • Name

  • Email contact

  • Date of expiry of qualification of in-person SGL3 course (this can be found out on the Safe Hands Management System Screengrab attached)

  • Date of expiry of qualification online SGL2 course (this can be found on the ECB elearning site https://elearning.ecb.co.uk/)

  • Day and Month of DBS renewal (needs to be done each year) again, this can be found on Safe Hands Management System

Failure to have a qualified CSO at the club could lead to severe penalties. The above is to help make sure clubs do have all boxes ticked.

DBS check at your club

As a league we ask clubs that all captains and vice-captains should be DBS checked. If you have not done so already please check and make sure the relevant members in your clubs have a DBS.

The ECB provides this advice.

If you are 16+ years of age and perform one of the following roles in cricket, you require a DBS check:

For roles applying across all ECB:

  • Age Group Team Manager

  • All Stars Children's Activator

  • All Stars Children's Helper

  • Assistant Coach

  • Captain / Vice Captain

  • Club Safeguarding Officer

  • Coach

  • County Safeguarding Officer

  • Junior Supervisor

  • League Safeguarding Officer

  • Physiotherapist

  • Safeguarding recruiter (child)

  • Umpire

For your information, the league has several people qualified as Club Safeguarding Officers who will be acting as League Safeguarding Officers - these are myself Thomas Clarke, Paul Frame and Sandeep Pathak - if you have issues, please contact us.

12-Year-Olds Playing Open Age Cricket

The ECB has changed the rules around the lower age of players who can play Open Age Cricket.

Players are able to play in Open Age cricket on their 12th birthday. However they need written permission from a parent or guardian and the club would need to complete a Risk Assessment as well.

The league has decided that 12-year-olds will only be allowed to play in division 14 and below (4th XI Premier and below) - and not in any cup competitions.

Registration of players will take place in the usual way through Play Cricket, it is on the clubs to make sure that permission is confirmed with parents and risk assessments completed.

We recommend that any club wishing to play a 12-year-old talk to Phil and Kate at the county to make sure all requirements are in place - safeguarding@essexcricket.org.uk

As per previous seasons, all school year 8 children can play in any division and cup, and all under 16s will need permission from a parent/guardian when they are registered through Play Cricket.

New Rules and Regulations

Documents have been updated on the website, with a few tweaks to rules and regulations. These can be found here https://www.essexcricket.com/pages/page_34628/Rules-and-Regulations.aspx

The biggest change of course is that 12 noon starts for all League matches other than 1st XI Premier Division Time matches.

Balls

Thanks to all clubs who have already filled out the information around ball delivery and pick ups. Please do not visit the Morrant Shop until told, as the balls are not yet ready to be picked up yet. If you have not filled in the form please do here https://forms.gle/9ZUa1yvbUNNNyjiK8

If clubs wish to get extra balls for non-League use, a reminder you can order these via this link https://www.morrant.com/other_cricket_club_accessories/hfecl/10612_0c.html you can also order league stumps from there as well.

Club Scorers

A reminder that we have put in the new rule

Each full member club should have scorers signed up to the ECB ACO. For every club scorer who is signed up to the ECB ACO a full member club will receive £50 (Maximum of 2 per club)

ii To qualify for the payment the scorers must have actively scored 1st XI matches within the season and be in possession of an ECB-accredited scoring qualification.

iii Clubs to self-report scorers and provide ECB ACO membership numbers to the league for the county and ECB to check.

Paul Connelly Essex County Lead Scorer (Education & Development) has very kindly agreed to run this for the league -  clubs should contact him via this email essex.scorers.training@gmail.com

He has also very helpfully created a helpful flyer (attached) which gives a few extra details.

Please can all clubs message Paul with the following details of 1st XI scorers at the club

  • Name

  • Email

  • ECB-accredited scoring qualification

  • ECB ACO Membership Number

Lots of information to digest above

Please make sure to action everything.

Any questions or clarifications required, let me know.
